PRIMEX President and CEO, Elvira C. Ablaza, participated at the Inception Workshop of the ADB Technical Assistance for Support to the Viet Nam Academy of Social Sciences (VASS)–Recruitment of Consulting Firm for Development of Research Capacity and Improvement of Knowledge Services (TA 9449-VIE) held in Hanoi on 20 July 2018.
The TA contract was awarded by ADB to the International Development Center of Japan (IDCJ) in Joint Venture with PRIMEX. IDCJ was represented at the Workshop by Mr. Michio Watanabe, IDCJ Executive Director, and Prof. Masafumi Nagao, Team Leader/International Research Quality Improvement Specialist. The technical assistance aims to improve the quality of knowledge solutions of VASS through strengthening the institution’s research capacity and enhancing their knowledge services.

We have been implementing regional KM projects for ADB since 2010, and we have been working in Viet Nam since the late 1990s, but this is the first time for us to implement a KM-related project in this country. This is also IDCJ’s first project with ADB and in Viet Nam as Lead Firm. Thus, both our companies are committed to give our best in order for the TA to be a success. PRIMEX is fielding three international and four national consultants, namely: Associate Professor Dr. Huyen Dang (National Research Quality Improvement Specialist/Deputy Team Leader), Dr. Flordeliza Lantican (International Academic Advisor on Agricultural Value Chains), Dr. Serafin Talisayon (International Knowledge Management and Sharing Specialist), Mr. Jay Lowell Payuyo (International Knowledge Database Development Specialist), Mr. Dat Pham (National Knowledge Database Development Specialist), Dr. Hao Nguyen (National Knowledge Management and Sharing Specialist), Ms. Tran Thi Tram Anh (National Gender and Social Inclusion Specialist), and Mr. Bui Van Thanh, Project Coordinator.
Mr. Vo Truc Dien, Senior Programs Officer, and Ms. Cao T. Hang, both from ADB’s Vietnam Resident Mission (VRM) attended the workshop together with Dr. Le Nguyen Thi Hoai, Director General of the VASS Scientific Management Department (SMD) and designated Project Director and her staff at the Project Management Unit (PMU). The TA commenced in June 2018 and will run until December 2019.
