PRIMEX wins its first TRTA in education in Central Asia

The Asian Development Bank (ADB) awarded PRIMEX in association with Koei Research and Consulting, Inc. (KRC) (Japan) and M-Vector Research and Consulting Company (M-Vector) (Tajikistan) the contract for the Transaction Technical Assistance (TRTA) for the Skills and Competitiveness Sector Development Program (SCSDP). The contract was signed on 17 April 2019, and the TRTA will run until October 2020.

The project to be designed under the TRTA is expected to improve the skills and employability of youth and women in key industries in selected provinces in Tajikistan through the following interventions: (i) provision of support to ongoing skills sector reform; (ii) development of new model job centers in Western Tajikistan, which exports a high volume of labor migrants; and (iii) establishment of inclusive training and migration support to youth and women.

The program will be aligned with the following impacts: (i) productive employment expanded (as envisaged in the National Development Strategy, 2030); and (ii) full and productive employment and decent work for all promoted (Sustainable Development Goal 8). The TRTA will also support the Program Administration Group (PAG) of the Ministry of Labor, Migration, and Employment (MOLME) during the start-up phase of the ensuing project.

PRIMEX and KRC will be fielding seven international consultants led by Dr. Viktor Jakupec, Team Leader/Skills and Employment Specialist, while M-Vector will field five national consultants led by Ms. Zarrina Kadyrova, Deputy Team Leader/Skills and Employment Specialist.  

Education is among PRIMEX’s core sectors. PRIMEX has led or participated in the planning, design, implementation, and evaluation of a number of projects in the education sector in Asia-Pacific countries including Cambodia, China, Maldives, the Philippines, and Viet Nam.
