PRIMEX completes Final Performance Evaluation of USAID’s B+WISER Program

PRIMEX has successfully concluded the Final Performance Evaluation of the USAID-funded Biodiversity and Watersheds Improved for Stronger Economy and Ecosystem Resilience (B+WISER) Program. The evaluation was conducted from July to December 2018 and covered the Cordillera Autonomous Region, Upper Marikina River Basin Protected Landscape, Kaliwa Watershed Forest Reserve, Mount Kitanglad Range Natural Park, Regions 6, 10, and 11. B+WISER started in 2012 and ended in 2018.

“PRIMEX is pleased that our Team has been able to satisfactorily conclude the final performance evaluation of B+WISER. The members of the Consultant Team were also involved in the Mid-term Evaluation of B+WISER which was also conducted by PRIMEX in 2015 so they are highly familiar with the project, the stakeholders, and the Theory of Change that USAID is using.”

Leo R. Pura, Vice President for Technical Services

Dr. Lope A. Calanog served as Team Leader for the FPE. He was supported by Dr. Diomedes A. Racelis (Biodiversity and Watershed Management Specialist), Mr. Luis P. Eleazar (Senior Evaluation Specialist), Dr. Imelda Pagtolun-an (Statistician), and Ms. Lourdes Margarita A. Caballero (Junior Evaluation Specialist). They were supervised by Dr. Albert Aquino, USAID’s Contracting Officer’s Representative (COR) and Ms. Bernadette Carriaga, Alternate COR.

PRIMEX has a strong track record in conducting different types of project evaluation.  Among the projects that PRIMEX has evaluated are the Participatory Irrigation Development Project (PIDP) of the National Irrigation Administration (NIA), the Mindanao Rural Development Project, Phase II of the Department of Agriculture (DA), and the Philippine Rural Development Project (PRDP) of DA, all funded by loans from the World Bank.
