The National Irrigation Administration (NIA) Region 3 awarded the contract for the conduct of Feasibility Study for the Baquilan Irrigation Project to PRIMEX, in joint venture with Engineering and Development Corporation of the Philippines (EDCOP) on 4 January 2022. The project aims to enhance irrigation development in the province of Zambales and help alleviate poverty in the project area by increasing cropping intensity, crop production, and farmers’ income. It will also support the Government’s goal of poverty alleviation and infrastructure development in both the irrigation and energy sectors.
The project team was mobilized on 18 February 2022 and soon after, the kick-off and scoping meeting was held on site in NIA Region 3 office last 2 March 2022. The meeting, which was attended by representatives from NIA Region 3, NIA Tarlac-Zambales Irrigation Management Office, NIA Zambales Satellite Office, and members of the FS Consulting Team (FCT), provided an overview of the project and a discussion regarding the work implementation plan and submission schedule of deliverables. The meeting also discussed the initially proposed development alternatives to be evaluated on the Value Engineering/Value Analysis (VE/VA) Phase of the project.
The FCT also conducted its first rapid assessment survey and field reconnaissance last 3-6 March 2022, with the objective to familiarize the team with the current situation of the site, as well as provide an initial assessment of the condition of the existing facilities of the irrigation systems (Bucao RIS, Buen Tambak CIS, and Nato CIS) within the project area.
Rapid site assessment downstream of the proposed dam site location, and discussion with staff from NIA Zambales Satellite Office.
