The National Irrigation Administration (NIA) engaged the services of PRIMEX to implement the Impact Assessment Study of its World Bank-funded Participatory Irrigation Development Project (PIDP) through a contract signed on 12 April 2018.
PIDP was designed to improve irrigation service delivery, on a financially and technically sustainable basis, and contribute to increased agricultural production and productivity among beneficiary farmers in irrigated areas. It commenced in November 2009 and was supposed to end in February 2015, but the loan was extended from to 31 August 2018.
As PIDP is nearing completion, PRIMEX was commissioned by NIA to: (i) assess the end-of-project (EOP) conditions in the 58 national irrigation systems (NISs) covered by the project; (ii) conduct a survey in all of the 15 Core A NISs and some sample irrigation systems in the 43 Core B NISs; and (iii) assess the achievement of key performance indicators (KPIs) specified in the Results Framework (RF) of the Project Appraisal Document (PAD), the logical framework as outlined in the Baseline Study, and the updated KPIs approved by the World Bank in February 2017.
The impact assessment study involves the conduct of household surveys, key informant interviews (KIIs), and focus group discussions (FGDs) in 16 provinces in the country. In preparation for the data gathering, the PRIMEX Team organized a training session for field personnel on 6-10 June 2018 to familiarize them with the project and train them on the use of the survey instruments. The household survey questionnaires and KII guides were also pre-tested in the Camiling River Irrigation System in Tarlac in coordination with the PIDP Central Office.
