PRIMEX conducts second leg of training for the World Bank funded KALAHI CIDSS-NCDDP Process Evaluation, Phase II

This second phase of the Process Evaluation will focus on understanding three dimensions of the Department of Social Welfare and Development (DSWD)’s KC-NCDDP. These include KC-NCDDP process in areas with indigenous peoples, marginalized, and vulnerable groups; sites with KC-Disaster Response Operations Manual in Cycle 1 to transition to Standard Community Empowerment Activity Cycle (CEAC) in Cycle 2; and sites with KC-NCDDP and DSWD-implemented KC-Bottom-up Budgeting activities.

The project, which runs from March to September 2016, is PRIMEX’s third project with DSWD since 2014, which focuses on KALAHI-CIDSS.

DSWD’s KALAHI-CIDSS Project aims to ensure that the community planning and implementation process encompass the specific needs of Indigenous Peoples. It promotes the active participation of indigenous communities throughout the CEAC process.

In addition, the Japan Social Development Fund Grant-funded Social Inclusion Project enabled the KC team to test more flexible approaches to community mobilization areas with indigenous peoples.

PRIMEX Research Coordinator, Dr. Imelda Pagtolun-an led the three-day training, which aimed to familiarize the field teams with their respective areas of assignment and mobilize them efficiently in holding focus group discussions (FGDs) and key informant interviews (KIIs). The first training was held last 4-5 April 2016.

Pre-testing is scheduled on 13-17 June in Dinagat Island and Surigao del Sur, on 15-17 June in two municipalities in Oriental Mindoro, and on 20-22 June in Coron, Palawan under the supervision of Dr. Imelda Pagtolun-an. Six teams, each made up of one facilitator and one documenter, will provide support during the field work.
