Detailed Narrative Description of Project:
The TA prepared the design of an investment project, which would facilitate sustainable piped water supply services and safe sanitation in selected project towns of Bangladesh and help pourashavas (municipalities) to develop effective and sustainable management of water and sanitation services.
The TA also prepared recommendations for institutional capacity building of the target pourashavas and the Department of Public Health Engineering (DPHE) by critically reviewing the pourashavas’ performance and impact, and lessons learned from earlier projects. The TA provided the overall project design, scope, cost, financing plan, and implementation arrangements and formulated the terms of reference for consultants to be recruited to help implement the Project.
PRIMEX engaged the services of a Social and Gender Specialist to:
- Organize and analyze the socioeconomic survey results in each of the proposed Project towns, including all slum, squatter, and underserved areas;
- Review the impact of the proposed Project on women and poor people and identify all possible options to enhance the participation of beneficiaries, particularly women, in the identification, planning, design, and implementation phases;
- Establish contact with community-based organizations and NGOs in each of the Project towns;
- Review the Project’s impact on indigenous and/or ethnic groups in the Project towns;
- Prepare a gender analysis in accordance with ADB guidelines and show the distribution of the expected benefits both direct and indirect;
- Analyze poverty incidence in each town, including the projected growth in the incidence of urban poverty, and describe the nature and characteristics of poverty in selected towns; and
- Prepare a summary of poverty reduction and social development strategy including linkage to the country poverty analysis, stakeholder participation, gender and development, and potential issues regarding affordability of services, resettlement, labor, indigenous people, and other risks and vulnerabilities.
