Detailed Narrative Description of Project:

This transaction technical assistance (TRTA) will support ADB and MOH in preparing the detailed design of the proposed GMS-BAHP, with the TRTA Consultant Team (TCT) responsible for completing the design of the project and producing the required project processing documents (RRP and linked documents including the PAM). ADB will also be engaging the services of three consultants, who will work alongside the TCT and handle specific tasks, such as economic and financial analysis (EFA), financial due diligence and cost estimate preparation, among others. The timeframe for the TRTA is quite short, with most of the TRTA activities expected to be completed within about 3.5 months.

Description of Actual Services Provided by Your Staff within the Assignment:

PRIMEX will mobilize the TCT members to commence work in the TA in three Phases where Phase 1 includes three stages (Stage 1: Inception; Stage 2 Situation Analysis); and Stage 3: Project Design and Safeguards Preparation). The TCT is composed of International Experts: (i) Team Leader; (ii) Health Infrastructure Specialist; (iii) Gender Development Specialist; (iv) Environment Specialist; (v) Social Development Specialist; (vi) Procurement and Medical Equipment Specialist; and (vii) Co-Team Leader (CTL)/Health Systems Specialist; and National Experts: (i) Gender and Social Development Specialist; (ii) Health Infrastructure Specialist; and (iii) Environment and Social Safeguards Specialist.

Stage 1 will focus on the data gathering, and stakeholder consultations. Stage 2 will focus on the border area health situation analysis, health human resources (HHR) assessment, social safeguards due diligence, poverty, social, and gender assessment, and preparation of Situation Analysis Report. Stage 3 will focus on the updating of project DMF, design of project outputs, design of project implementation arrangements, preparation of cost estimates and economic and financial analyses (EFA), formulation of environmental and social safeguards, and preparation of Interim Report (ITR). Phase 2 is the Project Fact-Finding where all the TCT members will participate in the Mission, either in person or online. The TL and the CTL will assist the ADB Project Officer/Mission Leader in preparing the Memorandum of Understanding (MOU), based on the Executive Summary of the DITR. The Mission MOU will be signed by the MOH (or his authorized representative) and the ADB Mission Leader at the end of the Mission. Phase 3 is the Internal Project Processing by ADB. After the fact-finding mission (FFM), the TL and the CTL will assist the ADB Project Officer in preparing the draft RRP and linked documents based on the Consultant's FITR. The draft RRP will then be presented for discussion at a Staff Review Meeting (SRM) and subsequently circulated for interdepartmental comments.
