Detailed Narrative Description of Project:

The proposed project aimed to rehabilitate sections of national and strategic roads to strengthen domestic connectivity in select provinces of East and West Kalimantan, and West, Central, and East Java. The rehabilitation, capacity expansion, and new construction of highways would strengthen national and regional connectivity, and improve access to markets, job opportunities, and social services in four provinces. The project was expected to bring inclusive development for areas that were presently not well-connected to major population centers, improve access to basic social and health services, improve global and national food security by stimulating local agro-industry and boosting exports further, serve as a magnet for private sector investment, and extend better regional connectivity to neighboring countries, as well as to improve inter-island connectivity.

PRIMEX fielded a Climate Change/Disaster Management Specialist, a Structural Engineer, and a Social Development Specialist to assist in the development of: (i) national and strategic roads including the rehabilitation or, improvement of approximately 476 km of roads in four provinces of Indonesia; and (ii) a road sector development program to improve road safety, road investment planning, overloading control; and capacity development of road sector agencies. The consultants reviewed all the proposed roads, and the list of project roads for investment based on multi-criteria developed with Directorate General of Highways (DGH). The criteria included but not limited to: (i) traffic volume and initial costs estimates; (ii) proximity with ongoing Regional Roads Development Project; (iii) minimum land acquisition and resettlement; (iv) environmental sensitiveness; (v) road connectivity; and (vi) overall project funding availability.
