Detailed Narrative Description of Project:

The Laguna Lakeshore Road Network (LLRN), as a DPWH flagship project, was included as a priority project under the loan Infrastructure Preparation and Innovation Facility (IPIF). The IPIF completed a feasibility study in 2020 and involved comprehensive project identification and planning of the LLRN. To continue to support on the LLRN, consultancy services are undertaken to update the earlier feasibility study and prepare a detailed design package, including engineering design, study on environmental and social safeguards, gender equality and social inclusion analysis. The LLRN will be comprised of viaduct and embankment hybrid scheme with an approximate length of 37.6 kilometers with eight (8) interchanges (Lower Bicutan, Sucat, Alabang, Tunasan, San Pedro/Binan, Sta Rosa, Cabuyao, and Calamba). The LLRN is poised to be a key driver for future economic growth, which will respond to Manilas rapid population growth and address the transport infrastructure needs of the metro


PRIMEX fielded two senior experts in support of the LLRN, namely the Senior Social Resettlement Specialist and Senior Gender and Social Inclusion Specialist. The Senior Social Resettlement Specialist is expected to support the subsection on Land Acquisition and Resettlement Plan (RP). The main deliverable for the task is to provide updated land acquisition and resettlement plans which include parcellary plans, public information booklet, and disclosure agreements. The final RP is expected to comprise (i) screening and impact categorization for involuntary resettlement for the project, (ii) socio-economic profile and summary of poverty reduction and social strategies (SPRSS), (iii) entitlement matrix on compensation and entitlements, (iv) income restoration program (IRP) (v) grievance and redress mechanism, (vi) monitoring plan, (vii) institutional arrangement, and (viii) resettlement plan and budget.

The Senior Gender and Social Inclusion Specialist on the other hand is expected to support the subsection on Gender Equality and Social Inclusion (GESI) and Other Social Dimensions. The subsection is tasked to prepare the Gender Equality and Social Inclusion Action Plan, with the main deliverable being the preparation of the Comprehensive GESI Analysis Report and the draft Gender Equality and Social Inclusion Action Plan (GESIAP). These will be carried out to ensure that the project is socially responsive and will facilitate more effective project implementation, forestall some of the potential risks to the project, enable more equitable distribution of project benefits, and build upon the desirable socioeconomic characteristics of the target communities.
