Detailed Narrative Description of Project:

The San Ramon Newport Project aims to improve the competitiveness of the Zamboanga City Special Economic Zone and Freeport (ZamboEcozone) and fulfill its vision of becoming a world-class economic zone that will link resources, markets, and other logistical activities that can contribute to the economic development of Zamboanga City and Mindanao. It will entail the construction, operation and maintenance (O&M) of a world-class seaport to be located within the First Industrial Park of ZamboEcozone. The Project was undergoing review of the Investment Coordination Committee (ICC), when ICC Resolution No. 1 and the Revised Implementing Rules and Regulations of the BOT Law (2022 BOT Law IRR) were issued. In order to streamline the evaluation and approval process of PPP proposals, provisions prescribed in the 2022 BOT Law IRR will have implications on the ICC’s review of the Project. The provision requires an updated feasibility study report an an Environmental Impact Assessment (EIA) Report. The FS updating will accomplish the following tasks: (i)  drafting of an updated traffic study; (ii) submission of a value engineering/value analysis (VE/VA) report; (iii) revised financial and economic viability assessment model; (iv) recommendations on the bid parameters; and (v) updated EIA report which includes an Environmental Management and Monitoring Plan (EMMP).

Description of Actual Services Provided by Your Staff within the Assignment:

PRIMEX  is providing one International and ten National positions for the preparation and transaction advisory services for revision of the feasibility study. The International Transport Planner/Travel Demand Specialist will conduct a rapid assessment of the traffic study of the original FS Report and conduct traffic surveys as may be necessary and update the traffic statistics and existing forecasts by key passenger & cargo markets. PRIMEX will be engaging the entire national engineering team which is composed of the Port Engineer/Deputy Team Leader, Civil Engineer, Sanitary Engineer, Electrical Engineer, and Cost Engineer; and the national due diligence team which is composed of a Legal Specialist, Economist, Financial Analyst, Environmental Specialist and a Social Development and Gender Specialist.
