Detailed Narrative Description of Project:
The Government of Indonesia requested ADB for technical assistance that will help the Ministry of Public Works (MPW) in developing an HIV and AIDS prevention strategy for the construction services sector. This request followed a dialogue between MPW and the National AIDS Commission (NAC) about the potential spread of HIV through construction projects, especially transportation and road projects, and the need for efforts to mitigate these risks.
The TA assisted the Construction Services and Human Resource Development Board (BPKSDM) to (i) develop an HIV and AIDS prevention strategy for the construction sector; (ii) produce appropriate occupational safety and health (OSH) standards for HIV and AIDS prevention training for construction service providers and on-site workers on projects with high HIV risk; and (iii) build the capacity of BPKSDM to support implementation of the strategy. The major outcome of the TA was an HIV strategy for the construction sector and a mechanism for implementing the said strategy.
The project had three main components: (i) Component 1: HIV and AIDS Prevention Strategy for the Construction Sector; (ii) Component 2: OSH Standards for HIV and AIDS Prevention Training for Construction Service Providers and On-site Workers on High-risk HIV Projects; and (iii) Component 3: Development of Trainer Certification Standards and Training Modules for Trainers in OSH as well as other Training and Certification Schemes in the Sector.
PRIMEX provided the services of an International Team Leader (ITL) who was responsible for providing international experience on HIV prevention in the construction industry and access to relevant supporting materials. The Consultant also had the overall responsibility of executing TA Component 1 and supporting the National Team Leader in the execution of Components 2 and 3.
More specifically, the ITL (i) prepared an inception report with TA implementation schedule, refined cost assessments, and technical and TA administrative issues; (ii) shared international experiences with HIV vulnerability and responses to HIV prevention in the construction sector with stakeholders in a workshop and through individual briefings; (iii) discussed issues and concerns of MPW policy makers, proponents of large national priority projects, certifying institutions, construction service providers, and other stakeholders, through individual meetings and workshop, and identified issues or concerns relevant to subsequent tasks or for feedback to stakeholders; (iv) drafted frequently asked questions with responses; (v) reviewed existing construction OSH standards and proposed amendments; (vi) reviewed existing OSH training and certification guidelines for OSH professionals and workers; (vii) reviewed the national standard form of contract for construction projects under MPW; (viii) assisted BPKSDM draft a Ministerial Instruction for preparing a construction sector HIV and AIDS prevention strategy; (ix) conducted a field assessment of OSH standards for HIV/AIDS prevention training, considering the potential risk and impact of construction projects in the spread of HIV; (x) provided international training material and assessed domestic training on HIV prevention awareness competency testing and training; (vii) worked with the National Team Leader and Construction Manager to identify suitable material for training adaptation, finalize the draft strategy, and amend standards, competencies, and certifying requirements; (xi) developed a risk classification system for HIV for the construction sector; (x) developed training modules and guidelines for HIV/AIDS awareness and prevention in the construction sector; and (xii) reviewed and finalized quarterly reports and the TA completion report.
