Detailed Narrative Description of Project:

The assignment will help the Department of Agriculture (DA) to deepen climate-related internal organizational reforms by developing and stipulating (i) the governance, institutional, and financial requirements leading to the institutionalization of the Climate-Resilient Agriculture Office (CRAO); (ii) the CRAO's organizational and management structure and its human resource requirements in the areas of policy planning, formulation, enforcement, financing and budgeting; (iii) the roles and responsibilities of all parties involved in collective actions for climate resilient agriculture and food security in the DA; (iv) the relations and interface of CRAO with other agencies and bureaus of the DA as well as with other departments and local government units, and the private sector, in promoting, delivering, and mainstreaming climate resilient agriculture technologies, practices, and infrastructure; and (v) the forms of CRAO's policy and investment collaboration, as well as the knowledge sharing and research and development with relevant international organizations and especially within ASEAN, so as to build effective cross border networks for climate resilient agriculture and sustainable food security in the region and globally


Description of Actual Services Provided by Your Staff within the Assignment:

PRIMEX is fielding an International Climate Resilient Agriculture/Institutional Specialist who will lead the institutional team in determining the governance, institutional, and financial requirements leading to the institutionalization of the present CRAO of DA. Specific tasks include but not limited to: (i) review and promote the international good practices of similar CRAO/agencies globally and in Southeast Asia in terms of the technical, human, and financial resources needed for efficient and effective management of climate change on agriculture, fisheries and livestock in ensuring food security; (ii) assess and recommend an organizational and management structure, as well as determine the human resources’ capabilities requirements in the areas of policy planning, formulation, and enforcement, as well as in investment generation and financing, and budgeting for projects and planned measures for a climate resilient agriculture; (iii)  determine the roles and responsibilities of all parties involved in collective actions for climate resilient agriculture and food security in the DA and the proposed CRAO; (iv) evaluate and enhance in terms of efficiency, effectiveness, and efficacy on the relations and interphases of CRAO with other agencies and bureaus of the DA as well as with other departments and local government units, and the private sector, in promoting, delivering, and mainstreaming the climate agriculture technologies, practices, and infrastructure; (v) propose a CRAO organization that will enhance the policy and investment collaboration as well as the knowledge sharing and research and development with relevant international organizations and especially with the ASEAN so as to build effective cross border networks for climate resilient agriculture and sustainable food security in the region and globally; and (vi) together with the national climate resilient agriculture, the local governance expert, and the legal expert, (a) draft the formalization of CRAO as an integral office of DA including the interphase of the regional field offices with the local government units in mainstreaming climate resilient agriculture, sustainable food security, and disaster risk management; (b) formulate a ten year work plan or road map of the CRAO that integrates climate change, disaster risk management and food security; and (c) determine the relevant capacity building requirements of the office, the regional field offices, and their external partners in the country such as the national policymakers, private sector operators and financial institutions for better no-regret adaptation management with emphasis on international best practices but which are locally appropriate.
