Detailed Narrative Description of Project:
The PPTA prepared the design of a project that will improve the livelihoods of Pyanj river basin communities vulnerable to climate variability and change. The project identified the most vulnerable communities in the Pyanj River Basin, and for each jamoat (subdistrict), selected and designed physical and non-physical adaptation measures to reduce the adverse effects of climate change on water resources.
The outcome of the project will be more climate-resilient communities in the Pyanj river basin, benefiting over a million people including the poor and women. The outputs of the ensuing project are envisaged to consist of the following: (i) improved access to water resources, including irrigation, water supply, and water retention systems and technologies; (ii) decreased number of households at risk of droughts and floods, including small-scale protection infrastructure, early warning systems, microfinancing and micro-insurance; and (iii) increased capacity of communities to respond to climate change, including strengthening of institutions and advisory services.
PRIMEX fielded three of the six international consultants required in the preparation of the investment project, namely: (i) Poverty, Gender, and Institutional Development Specialist; (ii) Project Economist; and (iii) Procurement Specialist. These specialists worked with the other international and national consultants and their respective government counterparts in: (i) identifying communities that are highly vulnerable to climate change, with a focus on water resources, based on the preliminary climate vulnerability and risk assessment carried out under TA 7599-TAJ and other studies available in the literature; (ii) reviewing the findings and recommendations of TA 7599-TAJ and prioritizing climate adaptation measures for each sector (irrigation, drainage, and flood management); (iii) conducting a stakeholder analysis to identify key national and sub-national stakeholders from among a broad section of government and society, and assessing the performance of key sector institutions and governance structures and, in so doing, crafting the appropriate policy agenda, identifying key investment areas, and exploring options for institutional development; (iv) identifying the key issues that needed to be addressed in the design of the planned investment project; and (v) providing technical inputs in their respective areas of specialization leading to the design and due diligence of the proposed project.
They also provided inputs in the preparation of the Report and Recommendations of the President (RRP), and the Procurement Specialist assisted the Team Leader in drafting the Project Administration Manual (PAM).
