Detailed Narrative Description of Project:
The Pilot Program for Climate Resilience (PPCR) is a targeted program of the Strategic Climate Fund (SCF) under the Climate Investment Funds (CIF). PPCR was designed to (i) pilot and demonstrate approaches for integration of climate risk resilience into development policies and planning; (ii) strengthen capacities at the national level to integrate climate resilience into development planning; (iii) scale-up and leverage climate-resilient investment, building on other ongoing initiatives; and (iv) enable learning by doing and sharing of lessons learned at the country, regional, and global levels.
The pilot programs implemented under PPCR were country-led, built on National Adaptation Programs of Action (NAPAs), and were strategically aligned with other sources of adaptation finance. PPCR promoted a participatory approach to the development of a broad-based strategy, in lieu of sector- and Project-based approaches, towards achieving climate resilience at the national level. PPCR was implemented in two phases: Phase 1 supported countries in developing a Strategic Program for Climate Resilience (SPCR), including an investment program; Phase 2 supported the implementation of SPCR. The Pacific PPCR comprised of three in-country programs (Papua New Guinea [PNG], Samoa, and Tonga) and a regional program covering the 14 Pacific DMCs.
The country programs in the Pacific PPCR were aimed at (i) developing and implementing pilot approaches for mainstreaming climate risk and resilience; (ii) strengthening national capacities to build climate resilience; and (iii) scaling up climate-resilient investment.
The regional program (i) shared lessons learned from the country pilots, (ii) strengthened regional capacity to support climate resilience in national/regional planning, and (iii) undertook climate resilience-building activities best implemented on a regional basis.
PRIMEX provided the services of an international Climate Change and Project Formulation Specialist/Team Leader, who led the preparation and finalization of the required documentation for approval of the Regional SPCR. Her specific tasks included the following: (i) provision of leadership and guidance to the project processing team, ensuring the quality and timeliness of the outputs and the cohesion of the project design between the regional and national SPCR tracks; (ii) preparation of the work plan with the ADB Mission Leader for the further processing of the Regional SPCR; (iii) coordination of the inputs of the other consultants, making sure that the expectations of the concerned government agencies and ADB for the delivery of the TA outputs were well-understood and articulated to the other consultants; (iv) undertaking of a comprehensive review of the Regional SPCR, including the comments and suggestions of the Independent Reviewer and the members of the PPCR Subcommittee, and development of the most appropriate design for the components envisaged in each SPCR to achieve the desired objectives, outputs, and outcome based on the DMF; (v) provision of CCA-specific technical inputs for each SPCR in the finalization of the project design for implementation in PPCR Phase 2, such as measures related to the mainstreaming of CCA and DRR in government policies, plans, and programs as well as climate proofing of infrastructure facilities for reducing disaster risks; (vi) coordination with PARD, SPSO, RSDD, and other relevant stakeholders in the identification of possible financing options for key climate-proofed investment plans and programs; (vii) organization of in-country consultations and a regional workshop intended to validate the proposed design of the country and regional SCTRs; (viii) presentation of the detailed design and recommendation on implementation arrangements for stakeholder endorsement at a regional workshop with representation of each participating country, and concerned development partners and multilateral development banks (MDBs); and (ix) participation in SPCR-related ADB missions, as required.
