Detailed Narrative Description of Project:

The Kaliwa Dam aims to provide a medium-term raw water source for the Metropolitan Waterworks and Sewerage System (MWSS) and construct a tunnel from General Nakar, Quezon to the outlet portal in Teresa, Rizal to convey the raw water from Kaliwa Dam and any future water source to Metro Manila.

The assignment involves an independent review of the detailed designs prepared by the engineering consulting firm and the provision of construction supervision services during the construction of the civil works of the project.


To provide the independent review and monitoring services required by MWSS, PRIMEX has fielded a team of four specialists, namely: (i) Environment Specialist, (ii) Geotechnical Engineer, (iii) Resettlement/Social and Gender Specialist, and (iv) Geologist. The main tasks of the team shall be to: (i) review, provide comments, and recommend for MWSS approval through the New Centennial Water Source – Project Management Office (NCWS-PMO), all the detailed engineering designs, calculations, plans/drawings, cost estimates, technical specifications, performance specifications, work requests, construction methodologies, witness materials samplies and testings, etc., both during the design, construction, and commissioning period; (ii) update the environmental impact assessment (EIA), secure the Environmental Compliance Certificate (ECC) and the Free and Prior Informed Consent (FPIC) and Certificate of Precondition (CP) for the Project on behalf of MWSS; and (iii) act as the Works Engineer of MWSS on-site for the day-to-day contract management, technical and legal supervision/monitoring of the works during the design period, construction period, and testing/commissioning, and turnover to the MWSS of the completed works.
