Detailed Narrative Description of Project:

The project aims to assist the Environment Protection and Waste Management Department (EPWMD) of the Quezon City Government to lessen carbon emissions in the city. The envisaged outputs were: (i) establishment of energy-saving and proper chlorofluorocarbon treatment for air conditioning in government buildings; (ii) design of energy-saving and proper CFC treatment for facilities other than government buildings; (iii) provided information sharing of proper CFC treatment for energy saving of air conditioning facilitated; and (iv) provided support for the QCG’s environmental measures. The project design a model project scheme to install energy-saving air conditioners with proper management of fluorocarbons through the renewal of 531 air conditioners in the municipal government buildings in Quezon City and will propose a joint credit mechanism (JCM) model project for fluorocarbons management as well as create plans for possible expansion of the project scope in Metro Manilla and cooperation from other local government units.


PRIMEX engaged a Consultant to assist the international expert team in facilitating dialogue with various government and non-government organizations for the purposes of data gathering and processing of documents needed to substantiate the proposed JCM project. The Consultant was also responsible for looking for possible counterparts and organizations who were willing to be part of the consortium which will implement the JCM project and ensured continuous support to the QCG. Moreover, the Consultant was responsible for the facilitation of remote investigation for the feasibility study and organization of meetings and coordination with stakeholders.
