The Ministry of Water Resources and Meteorology (MOWRAM) of the Royal Government of Cambodia recently awarded PRIMEX the Consultancy Contract for the Advanced Works for Detailed Engineering Design (DED) and Tender Document Preparation for the Kbal Hong Irrigation Subproject under the Integrated Water Resources Management Project (IWRMP) funded by the Asian Infrastructure Investment Bank (AIIB). The Kbal Hong Irrigation System is located in Pursat Province and forms part of the river basin group covering the Pursat, Svay Daun Keo, Moung Russei, and Sangker rivers.
The consultancy contract was signed on 10 September 2024, and the Notice to Proceed (NTP) with the services was issued by MOWRAM) on 11 September 2024. The assignment will run until July 2025.
The IWRMP underscores MOWRAM’s longstanding commitment to advancing the agriculture sector in the region, and the award of the DED contract to PRIMEX further strengthens PRIMEX’s experience and track record in water resources management, specifically in detailed engineering design preparation.
The overarching goal of IWRMP is to enhance Cambodia’s water resources management to adapt sustainably to climate change while fostering social and economic growth and protecting the environment. The project will aim to make livelihoods in the target regions climate- and disaster-resilient through climate-adaptive IWRM.
PRIMEX has engaged the services of ARUNA Technology, Ltd. (ARUNA), a respected Cambodian consulting firm established in 1997, as its subconsultant for this project. The PRIMEX DED Team is composed of 10 international and 12 national specialists led by Engr. Leighton Williams, Team Leader/international Hydraulic and Structural Design Engineer, assisted by Mr. So Saran, Deputy Team Leader/national Hydraulic and Structural Design Engineer.
Our continued work in Cambodia only shows that MOWRAM has remained confident that PRIMEX will be able to carry on this assignment well – as usual.

This new project is one of several assignments that PRIMEX is currently implementing in Cambodia. Since 2012, PRIMEX has been working with MOWRAM and has implemented various technical assistance and loan-funded projects for the Asian Development Bank (ADB), the European Investment Bank (EIB), and the Japan International Cooperation Agency (JICA).
