PRIMEX President and CEO Elvira C. The Loan for this project was signed on 23 January 2015 in Hanoi by the State Bank of Viet Nam (SBV), ADB Governor Nguyen Van Binh, and Vietnam Resident Mission Country Director Tomoyuki Kimura. Valued at US$80 million, the loan aims to improve secondary education for ethnic minority students in the country’s poorest areas. The project plans to raise the enrolment rate in lower secondary schools in the targeted areas by 5 percent by 2020 by building 660 additional classrooms, 350 semi-boarding facilities, 250 houses for teachers, 344 new schools, and training 24,000 teachers over the next six years. The design of LSEMDAP II was prepared by PRIMEX in association with PM Group (Ireland) from May 2013 to October 2014.
